Historically, an area became a Rent Pressure Zone only when it met specific statutory tests based on local rent levels, rent increases and affordability, using available data. Some areas therefore did not qualify, had insufficient reliable data, or had not yet been designated, even if tenants there faced rising rents. This did not necessarily mean that renting was affordable or that other tenancy protections did not apply. From 1 March 2026, national rent-control rules replaced the Rent Pressure Zone system, so check the latest guidance on RTB.ie or gov.ie for the rules applying to your tenancy.
