There is no application that an individual tenant, landlord or local authority can use to create a Rent Pressure Zone on demand. Designations are made through the statutory process by the Minister, using evidence such as RTB rental data and advice from the Housing Agency. A local authority may provide information or make representations, but it cannot designate an area itself. Check the current list and rules on gov.ie, as rent-control legislation and exemptions can change; the RTB or a solicitor can explain how the rules apply to a particular tenancy.
